电子券与商家域(coupon)：商家(trader)增改冻删与查询、电子券模板创建、售券给商家、给车辆发券、查券与回收的完整闭环。当用户要做停车券/优惠券的商家运营，或券的发放-核销-回收时使用。用券抵扣后的实际查费/缴费在 trade 域(openydt-billing)。
