Routing Config Skill (Mega-Skill)

Overview
This mega-skill provides complete routing configuration:
- Provider - API provider selection and routing rules
- Hybrid - Hybrid mode routing (CLI + Task coordination)

Anthropic API calls are BANNED in project code. This covers Claude SDK calls, direct Anthropic provider integrations, and benchmark candidates referencing anthropic:claude-* models. Claude Code itself stays in use for development; the ban applies only to programmatic API usage from project code.
Any routing config MUST resolve Anthropic model ids to their xAI replacements:

Adding any Anthropic provider integration requires explicit per-request user permission. No exceptions, no defaults.
