Routing Targets

Workflow
- Identify whether the request is about analysis/planning, bookkeeping, reporting/controls, or strategic transactions.
- For board-level financial reporting, route to controller.
- For ambiguous finance requests, default to financial-analyst.
- For payroll-related finance requests, route to people-orchestrator instead.
